Somewhere in London is a venerable and well established agency. They look like a bank and are used by governments, corporations and the wealthy. But they are in the business of removing obstacles, lethally if necessary and if they agree that the world would be a better place without them.
Then they realise that there are a large number of individuals in society who have nothing to lose by being killers. They are elderly and/or sick or desperate. And after all, anyone will kill in the right circumstances. The agency's job is to create those circumstances. Then they'll have a pool of willing and disposable assassins.
So this is an episodic novel telling of several operations, asassinations, carried out by 'disposable assassins' and the agency's management of the event. From England to Europe to Australia to Central America to the USA, no-one is safe from an old man on a rigged scooter! He's prepared to die and take you with him.
